Phone cameras store the sensor image in one fixed orientation and record how you held the phone in an EXIF flag. Most modern apps read that flag and display the photo correctly, but some websites, older software and embedded viewers ignore it — and the photo appears rotated. Rotating the actual pixels (what this tool does) fixes the image for every viewer, because the correction is baked into the file rather than left to a flag that might be ignored.
